In a recent trip to Japan, conflicts of interest have been raised regarding the involvement of the Deputy Commissioner for Real Estate Services, Jesse Hamilton, and Diana Boutross, a vice president at Cushman & Wakefield. The trip included officials overseeing the city’s leasing and a top executive from the brokerage firm that receives commissions from property owners on those leases.

The Manhattan District Attorney seized Hamilton’s phone upon his return to JFK as part of an ongoing investigation into lease deals. Councilmember Lincoln Restler has written to DCAS Commissioner Louis Molina seeking answers on who funded Hamilton’s trip and whether he received a waiver from the Conflicts of Interest Board due to his connection with Cushman & Wakefield.

Restler has also raised concerns about specific lease deals handled by Cushman where property owners lobbied Hamilton during negotiations, including a deal for 641,000 square feet of space in a struggling building at 110 William Street. The potential corruption being investigated requires immediate oversight and accountability, Restler emphasizes.

Additionally, it has been noted that the trip to Japan included former city politician Adam Clayton Powell IV, a registered lobbyist who had previously lobbied Hamilton on behalf of a Bronx contractor. Powell stated that the trip was a vacation, and all participants paid their own expenses.
